Housing Finance Rises 94% Under PM’s Loan Scheme

Housing finance under the Prime Minister’s Apna Ghar scheme has recorded significant growth since June, with approved financing increasing by 94 percent from Rs. 144 billion to Rs. 279 billion by mid-August, according to the Finance Division.

The figures were reviewed during a meeting of the Access to Finance Steering Committee, chaired by Finance Minister Muhammad Aurangzeb.

Applications under the housing programme have also increased by 52 percent since June, reaching nearly 139,000. Meanwhile, approved applications rose by 84 percent to more than 46,000.

The number of housing loans disbursed increased by 59 percent, with more than 7,600 loans issued and total disbursements exceeding Rs. 38 billion.

Overall housing finance in Pakistan also grew from approximately Rs. 294 billion at the end of June to Rs. 307 billion by mid-August.

The Finance Division said recent regulatory measures are intended to make mortgage financing more accessible. These include a 90:10 loan-to-value ratio, 65 percent debt-burden ratio, simplified property valuation and documentation, digital processing and longer financing periods.

The committee also discussed the Financial Institutions (Recovery of Finances) (Amendment) Act, 2026, noting that stronger recovery mechanisms could encourage banks to expand mortgage lending.

Agriculture and SME Financing Also Expand

Financing activity in other sectors has also increased. The number of agriculture borrowers reached around 3.37 million by mid-August, while agriculture financing stood at approximately Rs. 1.26 trillion.

Formal SME financing reached nearly Rs. 1.05 trillion, covering around 330,000 businesses.

The government aims to increase agriculture and SME financing to Rs. 1.5 trillion each by June 2027 and Rs. 2 trillion each by June 2028.

The committee also reviewed export financing and the new Performance-Based Rebate on Incremental Exports, which allows eligible exporters to receive a rebate of up to 2 percent on additional exports.
