Housing-Societies by Law Changed Plan of CDA

Islamabad city administration has decided to modify the legislation governing housing societies. According to the new plan, rather than scrapping the entire layout plan, action would be taken solely against a specific portion of a society.

Ali Ahmed, chairman of Ameer, claimed that the organization is committed to amending regulations to protect the rights of citizens. They would also conduct a thorough audit of the employees of housing programs. According to the sources, he also mentioned that the new policy will be discussed at the future board meeting, and that they are concerned about the obligation not to cancel the entire layout plan of any scheme, or that action should be done against only the defective area. In addition, they indicated that rather of taking action against the overall layout plan, action will be done against the specific portion of a society that has been violated.

In lieu of bank guarantees, he claimed that the CDA intends to obtain a personal guarantee from the owner of a housing scheme. In this manner, they could not withdraw from the plan after selling. When breaches were revealed after the CDA issued housing society layout designs, the agency would cancel the entire plan.

The layout plan is the blueprint for any CDA-approved housing community. granting approval of the layout plan to the operators does not authorize them to sell plots. A non-objection certificate (NOC) is granted when the society develops the scheme in line with the layout plan, allowing for the sale of plots.

According to reports, there are over 100 unlawful housing developments in Islamabad, the most of which have had their layout plans approved, only to be revoked later. There are approximately 20 viable housing projects with valid LOPs and NOCs. Thousands of occupants of illegal housing developments have been harmed by their ineligibility to obtain utility connections.
