ISLAMABAD: Property and land record services in Islamabad are being shifted to a digital system through the unified Pak App, allowing citizens to access several services without relying on traditional paper-based procedures.

The National Information Technology Board (NITB) and Islamabad Capital Territory Administration (ICTA) have introduced an integrated system for the digital management of land records and property-related services in the federal capital.

The system uses NADRA-based CNIC verification, biometric authentication and one-time passwords (OTPs) to strengthen the security of property records. These measures are intended to reduce the risk of impersonation, unauthorized access and fraudulent transactions.

Citizens can apply for and obtain an official Fard, or land ownership record, through their smartphones. The service is also available through designated Citizen Facilitation Desks, providing an alternative for people who require assistance with digital applications.

The platform is also designed to support property sales, transfers and inheritance-related transactions. Information can be shared electronically among the relevant departments, reducing the need for repeated manual documentation.

Applicants can also monitor the progress of their land registry applications through the digital system. Real-time tracking is intended to provide greater visibility into applications from submission to completion.

A key feature of the system is identity and consent verification before a property transaction is processed. NADRA-based authentication is intended to confirm the identity of the actual owner and reduce the possibility of unauthorized changes to property records.

The initiative forms part of broader e-governance efforts in Islamabad. Authorities are also working on digital services for civil registration, including applications related to births and marriages.

The CDA and ICT Administration have further integrated electronic stamp papers with OneLink to support digital payments for property transfers. These measures are aimed at making property services more accessible, traceable and less dependent on physical paperwork and cash-based processes.
