LDA Introduces Rule to End Heavy Penalties on Property Transfers

The Lahore Development Authority (LDA) has introduced a new policy aimed at providing major relief to property owners in cases involving access area penalties.

Under the revised policy, penalties will now be calculated according to the property rate applicable at the time of plot allotment instead of the current District Collector (DC) rates, significantly reducing the financial burden on applicants.

The decision was finalized after special working sessions led by LDA Director General Tahir Farooq and the Additional Director General (Housing), where a new policy framework was prepared to address long-standing public concerns.

Previously, plot owners seeking No Objection Certificates (NOCs) or property transfers were often charged heavy penalties. These charges were calculated by adjusting access areas and applying current market-linked rates, which substantially increased payable amounts.

Many citizens had complained that they were facing unnecessary difficulties and excessive charges in NOC and transfer cases, even when the issue was beyond their control.

According to the updated policy, if the access area of a property is increased or decreased, the applicable rate will now be determined based on the year the plot was originally allotted rather than present-day rates.

The new policy has been formally approved by the LDA Governing Body, and official implementation orders have been issued.
