LDA Overlooks Competitive Bidding in Certain Projects
Lahore: According to the laws and regulations of the Public Procurement Regulatory Authority (PPRA), the Lahore Development Authority (LDA) is accused of awarding big projects to contractors at the full rates that have been given rather than using a competitive bidding process.
According to a news source, the authority is accused of cancelling tenders for a number of projects in an effort to favour the companies of its choosing rather than ensuring a true competitive process to save the public money as was shown last year when awarding a number of megaprojects.

In accordance with the PPRA regulations, competitive bidding refers to a process that results in the award of a contract and allows all interested parties—individuals, firms, companies, or organizations—to submit bids for the contract. This includes both domestic and international competitive bidding.
Similar to this, the LDA City Naya Pakistan Apartment Project’s competitive process for awarding the project’s apartments was not adhered to in letter and spirit.
Another official source claims that the LDA administration uses the traditional techniques of awarding works by doing so through a “pool,” which requires individuals who are interested in obtaining a project to pay a set sum to specific contractors who are competing for the business.
