Loan Markup Subsidy Duration being Stretched for NAPHDA Housing Projects

Islamabad: According to press sources, the federal government has agreed to extend from 10 to 15 years the loan markup subsidy length for low-income applicants of the Naya Pakistan Housing Programme (NPHP). After the current extension term, the Naya Pakistan Housing Development Authority (NPHDA) would impose a 2% markup for the first five years, a 4% markup for the next two years, and a 5% markup for the remainder of the subsidy period on all of its projects.

According to reports, the cabinet division approved the summary after commercial banks and home loan companies analyzed the current Government Markup Subsidy Scheme (G-MSS). According to the research, the majority of applications are ineligible for the current 10-year period because of high debt-to-burden (DTB) ratios, particularly for Tier-1 NAPHDA projects.

The Securities and Exchange Commission of Pakistan (SECP) has recommended that Housing Finance Companies (HFCs) be included in the scope of the G-MSS for all three tiers, under the same terms and conditions as commercial banks/FIs/HBFCs, in order to increase the coverage and accessibility of housing finance facilities.

As of December 8, 2021, the State Bank of Pakistan (SBP) reported that commercial banks have received loan applications worth PKR 258.6 billion under the current G-MSS. Authorization was granted for loans worth PKR 104.6 billion, with borrowers getting PKR 29.8 billion.
