NEPRA Takes Notice of Changes in Minimum Load Limits of Two IPPs

Islamabad: The National Electric Power Regulatory Authority (NEPRA) has requested explanations from Independent Power Plants (IPPs) AES Lalpir and PakGen on changes in their power purchase agreements (PPAs).

According to the details, the authority has also requested the comments of the system operator, the National Power Control Center (NPCC), the details of the PPAs approving authority, the provision of partial loading of the aforementioned plants, if any, and consideration of financial implications and the resulting effect on end-user tariff in terms of Fuel Cost Adjustment (FCA).

The former National Transmission and Despatch Company (NTDC) managing director (MD), Dr. Khawaja Riffat Ullah, reportedly opposed changes in the minimum load of the two power plants and declared amendments to be in conflict with the regulations, adding that it would result in a loss of Rs15 billion per year to the national exchequer and the masses.

Notably, the aforementioned agreements were signed in November 1999 and February 1998 under Power Policy, 1994, with the permission of the Economic Coordination Committee of the federal cabinet (ECC).
