NHA Board Okays Rs.62.9 Billion Annual Maintenance Plan

The National Highway Authority (NHA) Executive Board had a meeting where they discussed and approved several agenda items related to various projects and plans. One of the major approvals was the annual maintenance plan for the year 2022-23, which was granted an amount of Rs. 62.917 billion. The Board also decided to carry forward liabilities from previous years amounting to Rs. 47.388 billion.

The Board directed the NHA to improve the planning process for the annual maintenance plan and merge un-awarded schemes in the next AMP. They also instructed the NHA to revise the Composite Schedule Rates on an annual basis. The Board agreed to some suggestions put forth, such as the allocation of a specific amount in the AMP for Zonal Members to approve any immediate scheme falling in any category for achieving speedy progress, and the approval of the continuation of the services of the already working supervision consultant for AMP 2021-22. However, the Board directed to submit a comprehensive working paper for consideration.

The Executive Board also recommended the extension of the validity period of the Loan Agreement for 18 months, from November 01, 2022, to April 30, 2024, for onward submission to the Korean Exim Bank through Economic Affairs Division.

Another approval made by the Board was the award of the OM&M contract of Mansehra Toll Plaza (N-35) to the highest bidder, M/s Mir Balach Khan Engineering Enterprises (Pvt) Ltd. This contract is worth Rs. 7,366,666/- per month till the period ending June 30, 2024, from the date of commencement.

The Board deferred an agenda item with the following directions: the Zonal Members are to present the details of all un-awarded/ongoing maintenance works of previous AMPs with reasons thereof and expected completion, the Member (Central Zone) to present the status of all Periodic Maintenance, Rehabilitation, and Special Maintenance Schemes approved during previous AMPs on the Lahore-Rawalpindi section of N-5, and the GM (RAMD) to present the status of revalidation of previous years’ AMPs un-awarded schemes.

During the course of the meeting, the Executive Board specifically issued directives related to the Sukkur-Hyderabad Motorway project and the Lowari Tunnel Project. The Member (PPP) was directed to prepare and issue timelines for the execution of the Sukkur-Hyderabad Motorway project and prepare a monthly progress report for information to all Board Members. The physical execution of the project was to start immediately, and a Project Management Unit (PMU) was to be established for M-6 at NHA HQ.

The Board also took notice of releases of Rs. 149.73 million available for the Lowari Tunnel Project, which has not been utilized. The Board directed the concerned GM to process IPCs, if any, for the release of the allocated amount immediately.

Finally, the Board directed the Member (Engg. Coord) to prepare a comprehensive report in consultation with NHMP regarding encroachments, illegal access, and unnecessary u-turns on Islamabad-Murree Dual Carriageway (IMDC) for information of the Board. The Board also directed that the NHA and NHMP should immediately observe the strict implementation of the Axle Load Regime as demanded by truck drivers, fleet/cargo owners’ associations, and Chambers of Commerce and Industries during Stakeholder Consultation meetings.
