ISLAMABAD: Pakistan has introduced a new national housing policy after nearly 25 years, marking a major update to the country’s federal framework for the housing sector.
The National Housing Policy 2025 was launched by the Ministry of Housing and Works in collaboration with UN-Habitat. The new framework comes as Pakistan continues to face significant pressure on housing supply due to population growth, urbanisation and rising demand for affordable homes.
The policy is intended to provide a national direction for addressing housing challenges. It also aims to provide a broader framework for government institutions and other stakeholders involved in housing development.

Pakistan is estimated to have a housing shortage of around 13 million units. Addressing this gap requires more than new construction. Land availability, housing finance, affordability, urban planning and infrastructure are also important factors.
The long gap since the previous national housing policy means that the new framework comes at a time when the housing sector faces different challenges. Rapid urban expansion and changing financing needs have increased the importance of coordinated housing planning.
Affordable housing and access to housing finance are expected to remain important areas for policymakers. Private developers, financial institutions and government agencies will also play a role in increasing the supply of homes.
The federal policy will require coordination with provincial governments and local authorities for practical implementation. Housing and land-related matters involve several levels of government, making cooperation important for translating national objectives into local projects.

The policy could also provide a broader framework for public and private sector participation in housing development. However, the launch itself does not immediately change property prices, development rules or financing conditions.
Developers and investors will need to monitor subsequent regulations, funding measures and provincial actions linked to the new policy. Buyers should also distinguish between the policy framework and specific housing programmes or projects that may be introduced later.
