LAHORE: The Punjab government has approved seven road construction and rehabilitation packages under its Public Private Partnership (PPP) programme, advancing plans to involve private-sector partners in the province’s transport infrastructure development.
The approvals were granted during the fifth meeting of the Punjab Public Private Partnership Authority (P4A), chaired by Senior Provincial Minister Marriyum Aurangzeb.
Under the proposed PPP model, successful private-sector bidders will be responsible for constructing or rehabilitating the selected roads and subsequently managing and maintaining them for seven years. The arrangements will also include a mechanism for sharing profits with the provincial government.
The meeting is part of Punjab’s wider effort to use public-private partnerships to deliver infrastructure projects while expanding private-sector participation in major development initiatives. Officials emphasised the importance of completing projects within their planned timelines without compromising construction quality.
The authority also approved several other measures during the meeting, including a proposal for the local production of Foot and Mouth Disease vaccines through the PPP framework. The session further considered the conversion of existing livestock farms into vaccine production facilities.
In addition, amendments to the PPP bid evaluation mechanism were approved with the objective of improving transparency in the assessment and selection of bidders for future projects. Decisions from the authority’s previous meeting were also formally ratified.
The specific locations, individual project costs and construction schedules for the seven road packages have not yet been disclosed. Private bidders will also need to be selected and contractual arrangements completed before construction activities can begin.
Once the road locations and implementation plans are confirmed, the projects could improve connectivity across affected corridors and potentially support residential, commercial and industrial development along the upgraded routes.
For property owners and investors, however, the identification of the approved road corridors and formal commencement of construction will be more significant milestones than the initial PPP approval, as these will determine the areas that could directly benefit from improved transportation infrastructure.
