RDA Empowered to Regulate Housing Societies in Rawalpindi

RAWALPINDI: In an important step, the Rawalpindi Development Authority (RDA) and the District Council have signed a Memorandum of Understanding (MoU), giving the RDA control over administering private housing societies and issuing building permits.

A five-person team has been established to finalize the specifics of this arrangement in order to guarantee a smooth transition.

A top official from the district administration claims that the district’s rapidly expanding housing societies have caused alarm.

The decision was made to combine the regulatory and governing powers under a single civic body in order to address this problem.

To address this persistent issue, a meeting was convened last week with Deputy Commissioner Dr. Hassan Waqar Cheema, who also acts as the District Council administrator.

The RDA, Rawalpindi Municipal Corporation, and District Council representatives on the committee are in charge of finalizing the conditions under which the District Council would transfer to the RDA its responsibilities for private housing societies and building control.

The official emphasized that the RDA will receive the pertinent information and personnel required for the efficient running of this new setup from the Rawalpindi District Council.

When the District Council administrator transfers the authority to the development authority on June 25, the RDA will formally take over the management of private housing societies in local government districts.

The RDA lacks the legal ability to supervise the operations of private housing societies in the district or to take legal action against any illegal societies, projects, or constructions until the MoU is finalized.

Prior to the local government and community development department’s notice of the Housing Scheme Rules-2022, the RDA considered that its authority over private housing plans had been severely curtailed.

However, it was made clear that the local government may assign its duties to the development authority in accordance with Section 23 of the Local Govt Act 2022.

Additionally, the RDA and local governments have already started the necessary communication to complete the MoU.
