RAWALPINDI: The Rawalpindi Development Authority (RDA) has taken enforcement action against unauthorised commercial activities at Mid City Apartments on Service Road in Mouza Gangal.
The operation was carried out by the RDA Enforcement Squad on the directions of Commissioner Rawalpindi Division and RDA Director General Salman Ghani. Punjab Police personnel from Dhoke Lalyal Police Chowki and Airport Police Station also assisted the enforcement team.
Officials sealed offices, restaurants, and illegally constructed penthouses found at the property. The action was taken under the Punjab Development of Cities Act, 1976, along with applicable RDA building and zoning regulations.

Previous Enforcement Actions at the Property
The latest operation follows earlier actions against commercial use at the same apartment complex.
In December 2024, RDA sealed 15 residential flats and a restaurant after identifying conversions of residential units for commercial purposes.
Another operation took place in July 2025, when 17 commercial properties were sealed. These reportedly included 10 offices, two apartments, one restaurant, and four hotels. RDA had cited unauthorised construction, commercial activity without required approvals, and violations of approved building plans.
The latest action therefore represents another enforcement operation at Mid City Apartments within less than two years.
RDA Reaffirms Enforcement Policy
RDA officials said unauthorised commercial activities, illegal construction, and violations of approved development plans would not be permitted within the authority’s jurisdiction.
The authority has also directed its field teams to continue monitoring properties where land-use or building regulations may be violated and take action according to applicable laws.
The exact number of units affected during the latest operation, along with details of any further proceedings against property owners, have not been disclosed.

Implications for Buyers and Tenants
The enforcement action concerns specific unauthorised activities and units identified by RDA and should not automatically be interpreted as declaring the entire Mid City Apartments project illegal.
However, the property’s repeated enforcement history makes regulatory verification particularly important for prospective buyers, tenants, and commercial occupants.
Anyone considering purchasing or leasing a unit should verify its approved use, building-plan status, and relevant permissions directly with RDA before entering into an agreement.
