The United States is reportedly advancing a complex “cash-for-uranium” proposal with Iran as part of a short, three-page framework aimed at permanently ending tensions in the Gulf and addressing Tehran’s nuclear program.

According to The Kobeissi Letter, the plan under discussion involves releasing around $20 billion in frozen Iranian assets in exchange for Iran handing over its stockpile of highly enriched uranium.

Under the proposed structure, some of the uranium could be transferred to a third country, while the rest would be down-blended within Iran under strict international oversight. The framework would also allow Iran to continue operating nuclear research reactors for medical isotope production, provided all facilities remain above ground and subject to verification.

The report further indicates that a second round of US–Iran negotiations is expected to take place in Pakistan on Sunday, positioning Islamabad as a key venue in the ongoing diplomatic efforts.

Although the proposal is still under negotiation, it has already sparked strong political reactions due to its scale, timing, and the inclusion of frozen sovereign assets in the potential agreement.
