Islamabad: An audit report has identified serious design deficiencies in the 9th Avenue/Jinnah Avenue Interchange project, raising concerns over road safety and possible financial liability for the project’s design consultant, M/s NESPAK.
According to the audit findings, the underpass loop was designed with an extremely sharp 45-degree turn, while a solid concrete wall was positioned directly in front of the curve, creating a potential safety hazard for motorists using the interchange.
The report further revealed that the loop was designed for a speed of only 30 km/h, despite the project’s feasibility study and contractual requirements specifying a 60 km/h design speed. Auditors noted that the design does not comply with standard highway engineering codes and accepted road safety practices.
Under the terms of the consultancy agreement, NESPAK was required to deliver a design free from errors and fully compliant with applicable engineering and safety standards. The audit concluded that the identified shortcomings reflect serious professional negligence.
As a result, the Capital Development Authority (CDA) may seek damages from the consultant in accordance with the contract, with the report stating that compensation of up to twice the total design fee could be claimed.
The audit has recommended that the design deficiencies be addressed to ensure the safety of road users and prevent potential accidents. The findings also highlight the importance of strict quality control and compliance with engineering standards in major public infrastructure projects.
