Budget 2023-24: Government Unveils Tax Incentives for Builders

Islamabad: In an effort to acknowledge their critical role in the economic development of the nation, the government has proposed tax incentives for builders and individuals involved in new construction projects, according to a news source on June 9.

The contents of the budget for 2023–24 state that builders will receive tax relief in the amount of 10% of their business income for the following three years, or PKR 5 million. For the next three years, those who are working on construction projects would receive a tax break of 10%, or PKR 1 million. Beginning on July 1, 2023, these tax advantages will take effect.

In order to boost growth for an additional two years, the government has suggested raising the concessional tax rate for banks that lend to the construction industry, agriculture, and small and medium-sized businesses. Initially, the concessional tax was available from 2020 to 2023. It is important to remember that this plan permitted the banks to pay 20% less in taxes on the money they received from loans.

Additionally, the government has created a unique tax structure for land developers. They will be recognised as independent entities under the new law and subject to project-based taxation. Banks and insurance corporations that are involved in land development will be taxed under the scheduler system. According to Section 113 (Turnover Tax), the suggested minimum tax rate for land developers is 5% of turnover. This rate is considerably less than the 1.25 percent ordinary tax rate that applies to people, associations of people, and businesses.

Additionally, a project advance tax is being considered, whereby the approving authority will take 7.5% of the fair market value of the land at the Federal Board of Revenue (FBR) Table value after the Layout Plan (LoP) is first approved. Over the course of three years, this sum will be adjusted to account for the project’s yearly income tax obligation.
