Islamabad: The Capital Development Authority (CDA) Board has granted in-principle approval for the establishment of three new civic agencies aimed at enhancing municipal service delivery and operational efficiency in the federal capital.
The decision was taken during a board meeting chaired by CDA Chairman Retired Lt. Gen. Sohail Ashraf, where several key administrative and policy matters were reviewed and approved.
According to sources, the proposed institutions include a Solid Waste Management Agency, the Parks and Horticulture Agency Islamabad (PHAI), and an Islamabad Water Agency. While these entities will continue to operate under the CDA’s umbrella, they are expected to enjoy greater administrative autonomy to improve performance and responsiveness in their respective sectors.
Officials said the restructuring initiative is designed to streamline municipal functions and strengthen institutional focus on critical areas such as sanitation, urban landscaping, and water resource management across Islamabad.
PMU Approved Under Environment Wing
The CDA Board also approved the establishment of a Project Management Unit (PMU) under the authority’s Environment Wing. The newly formed unit will be tasked with independently executing development projects without direct involvement from the CDA’s engineering wing.
The proposal was presented through a summary moved by Member Environment Abdullah Khurram Niazi, which received the board’s approval during the meeting.
Focus on Efficient Project Execution
Sources said efforts are already underway to ensure that experienced and reputable engineering professionals are posted within the PMU to oversee project implementation and maintain high standards of execution.
The latest reforms form part of CDA’s broader strategy to improve governance, accelerate project delivery, and enhance the overall efficiency of civic administration in the federal capital.
