The Capital Development Authority (CDA) is considering reviving the stalled Nilore Heights Apartments project through a public-private partnership (PPP) after the federal government ended the involvement of the Naya Pakistan Housing and Development Authority (NPHDA).
According to CDA officials, Chairman Lt. Gen. (Retd.) Sohail Ashraf has directed that a special meeting of the CDA Board be convened to decide the future of the multibillion-rupee housing project, where construction has remained suspended for several years.
The board is expected to review various options for completing the project, including partnering with private investors. Officials said input will also be sought from professional consultancy firms before a final decision is made.
With the NPHDA no longer part of the project, the CDA has now been authorized to complete the development independently.
Project Delayed Since 2023
Launched in 2021, the Nilore Heights Apartments project was originally scheduled for completion by June 2023. However, construction stopped after the grey structures of 60 apartment blocks were completed.
According to officials, the delay was caused by the NPHDA’s failure to meet its financial commitments, leaving the project unfinished despite significant investment by the CDA.
Audit Highlights Financial Impact
A federal audit report for 2024–25 revealed that the project had an approved cost of Rs. 15.3 billion, of which Rs. 8.3 billion had been released by June 30, 2024.
The report noted that the prolonged delay has postponed expected revenue of nearly Rs. 14 billion and attributed the project’s suspension to NPHDA’s inability to fulfill its funding obligations.
Phase One Near Completion
Officials said the first phase, comprising 2,400 apartments, requires only finishing work, while construction of the second phase was halted during the foundation stage.
The CDA believes an early decision on the project’s revival is necessary to prevent further deterioration of the partially completed structures and facilitate the completion of the long-delayed housing scheme.
