Lahore High Court Halts Commercial Construction Along Rawalpindi Ring Road

The Rawalpindi Bench of the Lahore High Court (LHC) has suspended an earlier single bench order that allowed commercial construction along the service road of the Rawalpindi Ring Road.

A division bench comprising Justice Sadaqat Ali Khan and Justice Sardar Akbar admitted intra-court appeals filed by the Punjab government, the Rawalpindi Development Authority (RDA), and the Rawalpindi Ring Road project administration challenging the previous decision.

The court issued notices to the Rawalpindi commissioner, the District Petrol Pump Committee, and the petitioner, directing all parties to submit their replies by July 16.

The appeals relate to a ruling in favor of petitioner Mazhar Rahim, who had obtained approval from the Ring Road administration to develop 102 kanals and 14 marlas of land. The proposed development included a petrol pump, mosque, green spaces, and service roads along the Ring Road corridor.

According to court records, the Rawalpindi commissioner, acting through the RDA, had previously issued the required No Objection Certificate (NOC) for the project. Following the approval, the petitioner deposited Rs. 178.413 million in the prescribed fees.

With the division bench suspending the earlier order, the matter will remain pending until the court hears responses from all concerned parties and decides the appeals.
