CDA Raises Concerns Over Housing Society’s Conversion of School Plots Into Residential Units

The Capital Development Authority (CDA) has warned residents and prospective property buyers against illegal construction, allotment and transactions involving plots reserved for public amenities in Jinnah Garden-I Housing Scheme, Zone-5.

Through public notices, the authority declared that structures built on land designated for schools and playgrounds have no legal status and cautioned citizens to verify the ownership and legal status of a property before entering into any transaction.

The CDA stated that any allotment, transfer or construction carried out on the identified amenity plots would have no legal validity.

School Plot Identified as Public Amenity Land

According to the authority, one of the plots under question was designated for a school under the approved layout plan of Jinnah Garden-I dated April 9, 2011.

The CDA said the land was required to be transferred to the authority and that the sponsors of the housing scheme had already been directed to complete the transfer process.

The directions were issued through official communications in August and December 2025, according to the authority.

The CDA has now warned residents and potential buyers against entering into transactions involving the disputed amenity land.

Playground Land Also Under CDA Ownership

In a separate public notice, the CDA identified another structure reportedly constructed on land reserved for a playground.

The authority said the playground plot had already been transferred to CDA through Transfer Deed No. 14313 dated November 16, 2011, making the property part of CDA-owned land.

As a result, the authority has cautioned citizens against purchasing, transferring or constructing structures on the designated playground land.

CDA Urges Buyers to Verify Property Status

The notices form part of the CDA’s public awareness efforts aimed at informing residents about the legal status of land reserved for public facilities.

The authority has urged property buyers to conduct proper due diligence before purchasing plots or structures in private housing schemes, particularly where questions exist regarding approved layouts, ownership or development permissions.

Buyers are advised to verify relevant documents and confirm the legal status of a plot with the competent authority before making payments or completing a property transaction.

The latest action comes amid broader regulatory concerns over the unauthorised use, conversion and development of amenity plots in private housing schemes.

Jinnah Garden-I Approval Status

According to CDA records cited in the notices, the layout plan of Jinnah Garden Phase-I was cancelled in 2018, while the scheme’s No Objection Certificate (NOC) has not been issued.

The authority continues to take regulatory measures aimed at enforcing planning requirements and protecting land designated for essential public facilities.

The CDA’s warning serves as a reminder for property buyers that school, playground and other amenity plots are intended for specific public purposes and should not be treated as ordinary residential or commercial property without verified legal approval.

Prospective buyers are therefore advised to check a property’s approved layout, ownership documents, transfer status and NOC position before making any real estate investment.
