Despite Over 12 Years, No Progress Made on Chirah Dam Project
The Executive Committee of the National Economic Council (Ecnec) sanctioned the construction of Chirah Dam in 2009, but neither the provincial government of Punjab nor the Capital Development Authority (CDA) has begun work on the project.
The dam was scheduled to be constructed on the Soan River close to Chirah hamlet, providing 15 mgd of water to the cities of Rawalpindi and Islamabad. The Rs 5.3 billion projects, which was meant to be completed by 2103 per its PC-I, did not get off the ground.
CDA representatives stated that the Punjab government was tasked with implementing the project and that the financial burden would be split between the provincial government and the CDA.
Islamabad is a city in Pakistan that suffers from a severe water shortage since the CDA only supplies about 65mgd to the urban regions, while the combined demand from the city and the countryside are more than 220mgd.

Rawal Dam, which had formerly supplied water to the city of Rawalpindi, had its old supply of two mgd returned to the CDA last year.
Islamabad relies on just three main sources of water—Simly Dam, Khanpur Dam, and tube wells—and has been experiencing severe scarcity for nearly three decades.
