ECC Approves Rs. 27.6 Billion Sovereign Guarantee for Sialkot-Kharian Motorway

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet has approved Rs27.62 billion in sovereign guarantees to help achieve financial close for the Sialkot (Sambrial)-Kharian Motorway (M-12) project under the Public-Private Partnership (PPP) model.

The decision was taken during an ECC meeting chaired by Finance Minister Senator Muhammad Aurangzeb. The committee also approved the rollover of Rs6.944 billion in previously issued Operational Viability Gap Funding (VGF) for the project.

According to the Ministry of Communications, the guarantees will help the project’s concessionaire secure financing under the revised financial structure for the Build-Operate-Transfer (BOT) project.

The M-12 motorway is being developed under the PPP framework, with the revised financing arrangements aimed at enabling the project to reach financial close and move forward with implementation.

ECC Approves Rs3.25 Billion Quarterly Support for PTVC

In a separate decision, the ECC approved a Technical Supplementary Grant (TSG) for Pakistan Television Corporation (PTVC).

Under the approval, PTVC will receive Rs3.25 billion per quarter during the fiscal year 2026-27 to meet its operational and essential expenditure requirements.

However, the committee directed the Ministry of Information and Broadcasting to return within two months with a comprehensive financial sustainability plan for PTVC.

The directive indicates that continued government support could be linked to a longer-term restructuring and financial sustainability strategy for the state broadcaster.

The meeting was attended by Commerce Minister Jam Kamal Khan, Investment Minister Qaiser Ahmed Sheikh, Power Minister Sardar Awais Ahmad Khan Leghari, Petroleum Minister Ali Pervaiz Malik and Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan.

Senior officials from relevant ministries and regulatory bodies also participated in the meeting.
