FBR Granted Full Access to Asset Declarations of Senior Government Officials Through Banks

The Federal Board of Revenue (FBR) has launched a digital portal allowing banks to access the asset declarations of senior public office holders as part of Pakistan’s efforts to strengthen anti-money laundering (AML) and counter-financing of terrorism (CFT) measures under its reform commitments with the International Monetary Fund (IMF).

Under the new system, banks can electronically verify the asset declarations of government officials serving in BS-17 to BS-22 through a dedicated AML/CFT portal. The facility is designed to support financial institutions in carrying out customer due diligence and meeting regulatory compliance requirements.

The initiative fulfills an IMF structural benchmark that requires the FBR to provide banks with access to asset declaration records while also publishing usage statistics to improve transparency and reinforce the country’s financial monitoring framework.

The FBR has released the first set of portal usage statistics covering the period from December 2025 to May 2026. During these six months, banks submitted 2,628 requests to access asset declarations. Of these, 2,205 applications were approved, while 423 requests were rejected or declined.

According to the tax authority, publishing these figures is intended to promote transparency and encourage financial institutions to make greater use of the digital verification system.

The FBR stated that the portal enables banks to verify the declared assets of senior public office holders during customer due diligence and compliance checks required under AML/CFT regulations. The initiative is part of Pakistan’s broader strategy to enhance financial transparency, strengthen regulatory oversight, and fulfill its international obligations under the IMF-supported reform program.
