FBR Demands Carriers to File Exemption Certificate for Cargo
In order to prevent abuse of Afghan transit trade, bonded carriers of Afghan non-commercial cargo will now be required to submit exemption certificates from Afghanistan together with goods declaration (GD) before to clearance of Afghan non-commercial transit goods from Pakistan.

For transit of products via Pakistan, foreign traders would be needed to get a “User ID” from the customs computerized system. The user-ID refers to a unique user identity that may be assigned to a foreign trader wanting to transit his goods through Pakistani territory in accordance with the method outlined by the Directorate General of Transit Trade in order to access the customs computerized system.
In accordance with the revised protocol, the GD must be accompanied by a scanned copy of the exemption certificate issued by the relevant authority of the Government of Afghanistan for non-commercial cargo.

Transit exports of perishable items (fruits and vegetables) may be transported in open trucks or other transport units according to the regulations.
The approved carrier is responsible for transporting the cargo from the port of entrance to the port of exit in a safe and secure manner, according to the FBR.
