The federal cabinet has approved the National Housing Policy 2026 along with an action plan aimed at improving housing standards, promoting efficient land use and encouraging sustainable construction across Pakistan.
The decision was taken during a cabinet meeting chaired by Prime Minister Muhammad Shehbaz Sharif. Under the new policy, authorities have been directed to ensure that new housing developments comply with zoning regulations.
The government has also called for greater consideration of vertical construction in areas where it is appropriate. The approach is intended to make better use of limited urban land and support more efficient development in growing cities.
Energy Efficiency Made a Key Part of Housing Policy
Energy-efficient construction is another major component of the National Housing Policy 2026.
The cabinet has directed that energy-efficiency codes be incorporated as an essential requirement of the housing policy. New housing projects will therefore be expected to meet standards aimed at reducing energy consumption and supporting environmentally sustainable construction.
The policy was developed by a working group comprising national and international experts. Federal ministries, provincial governments and development partners were also consulted during the process.
The government says the broad consultation was aimed at developing a framework that supports safer, higher-quality and more sustainable housing development across the country.
Apna Ghar Housing Finance Rises to PKR 220 Billion
The cabinet also reviewed progress on Prime Minister Shehbaz Sharif’s Apna Ghar housing programme.
According to the latest figures, banks have approved approximately PKR 220 billion in housing financing for applicants seeking to purchase or construct homes under the scheme. Of this amount, more than PKR 32 billion has already been disbursed to successful applicants.
The figures represent an increase from the previous review held in late July, when approved housing finance stood at around PKR 204 billion, while disbursements had reached approximately PKR 27 billion.
The Apna Ghar programme provides eligible applicants with access to housing finance through participating commercial banks, Islamic banks, microfinance banks and the House Building Finance Company Limited.
Government Pushes for Better Housing Development
The approval of the National Housing Policy 2026 marks another step in the government’s efforts to address Pakistan’s housing needs while improving the quality and sustainability of new developments.
With greater emphasis on zoning compliance, vertical construction, energy efficiency and efficient use of land, the policy aims to provide a framework for more organized and sustainable housing growth across Pakistan.
