Pakistan to Complete New Census in 2023 for Elections

According to news sources, the Pakistani government has agreed to move a summary before the Council of Common Interests (CCI) in order to complete a national census next year and demarcate election boundaries based on its findings.

Following reports that millions of residents of the region were not counted and not taken into account in the allocation and demarcation of constituencies for the 2018 general election, the results of the most recent census, which was conducted in 2017, drew a great deal of criticism, particularly in Karachi and the entire Sindh province.

At the third progress review meeting for the 7th Population and Housing Census 2022, dubbed “The Digital Census,” held in Islamabad on Friday, Dr. Naeem Ul Zafar, chief statistician of the Pakistan Bureau of Statistics (PBS), provided Planning Minister Asad Umar with a thorough report.

“The census work plan and progress were presented in detail. In a statement released after the meeting, it was said that the PBS is rigorously adhering to the timetables and is currently on schedule to deliver the data in December 2022 for provision to the Election Commission for the delimitation process for the general election 2023.

The committee has finalized the questionnaire for the 2022 census, and it has provided the work plan and summary for the census’ execution.

The government would tell the chief census commissioner and the provinces would notify their respective provincial census commissioners following the CCI’s confirmation of the population count, according to the English-language daily The News.

In order to guarantee the security of the impending census, the army’s assistance will be requested, and over 250,000 members of the armed forces will be stationed throughout Pakistan.

According to the source, the forthcoming census will be carried out on a de-jure basis and every person would be counted where they had resided in the previous six months.

The government intends to purchase approximately 100,000 tablets for use in the upcoming population census, which will be conducted on computers. To thoroughly complete the population census questionnaire, around 600,000 enumerators will be assigned from the departments of education, health, and local government.

First-Ever Digitized Population Census 

The Pakistan Bureau of Statistics (PBS) and NADRA have been instructed by the government to adjust the timetables in order to possibly complete the significant work of conducting the first-ever digital population census by the end of December 2022 or in January 2023. Armed forces personnel will provide perfect security for this exercise.

Because the Elections Commission of Pakistan (ECP) would have to handle constituency delimitation for hosting the next general elections of the national and provincial assemblies, the PBS was also tasked with keeping them informed. According to the PBS, the delimitation process could be completed if the census was completed by January 2023 since the provisional census data could be used to determine the final number of constituencies.

However, the government has so far failed to meet deadlines, mostly because the purchase of 126,000 computer tablets was delayed since the necessary funds were not delivered on schedule. Currently, a letter of credit has been obtained for the purchase of 126,000 tablets that will be used by census enumerators to collect data. Additionally, the government requested that PBS give Sindh the benefit of the doubt regarding the proposal to conduct the census under de jure procedures.

Ahsan Iqbal, the planning minister, presided over the third meeting of the Census Monitoring Committee (CMC) on Monday in this city, according to an official news release from the ministry of planning.

According to the CMC’s recommendations, the seventh Population & Housing Census – 2022 was piloted in 33 districts across the nation, including Azad Jammu and Kashmir and Gilgit Baltistan, from July 20, 2022, to August 3, 2022, in order to test tools and technology before the full rollout. The meeting was briefed on the Pilot Census, the revision of the work plan based on NADRA’s timelines, and updates on the meeting with Chief Minister Sindh.

The chief secretaries of all the provinces and regions, along with the relevant secretaries, the additional commissioner from Islamabad, the director general of military operations, the chairman of NADRA, the managing director of NTC, and senior officers from the departments of education, local government, finance, and PBS all attended the meeting.

Before the complete implementation of Census-2022, a pilot census was undertaken to test tools and technology, field operations, and security measures, according to Dr. Naeemuz Zafar, Chief Statistician. PBS has carefully examined the entire procedure and finished enumeration for each block within 15 days. Even so, there were a few issues that will be fixed before the complete rollout despite the overall success. Before the Census Operation, PBS and NADRA will test every piece of software and hardware.
