He also provided a link to a recently issued “Memorandum on Establishing the Fight Against Corruption as a Core United States National Security Interest” by US President Joe Biden, which directs his senior officials to conduct an interagency review process and develop a presidential strategy to improve the ability of executive departments to promote good governance, combat all forms of illicit finance, hold corrupt elements and their facilitators accountable, and bolster capacity.
The opening paragraph of the Memorandum states, “Corruption corrodes public trust; impedes effective governance; distorts markets and equitable access to services; undermines development efforts; contributes to national fragility, extremism, and migration; and gives authoritarian leaders a means to undermine democracies around the world.
It is pertinent to note that Transparency International (TI), a Berlin-based international non-governmental organisation, ranked Pakistan 124 out of 180 on a global corruption perceptions list.

According to the report, Pakistan fell four positions between 2019 and 2020 and seven positions between 2018 and 2019. Pakistan was ranked 120th on the global corruption index in 2019 and 117th in 2018.
