Property buyers and sellers across the Rawalpindi Division can now proceed with their transactions as property registrations have officially resumed after a suspension of nearly one month. Registration services for both residential and commercial properties have restarted using the existing official valuation rates for the 2026–27 fiscal year, providing much-needed relief to the local real estate sector.
According to the latest updates, registrations in Rawalpindi city, cantonment areas, and surrounding localities are once again being processed through the online registration system. Authorities have also made biometric verification mandatory for both buyers and sellers to strengthen transparency, improve security, and reduce the risk of fraudulent property transactions.
A key announcement is that the official government property valuation rates will remain unchanged for the current fiscal year. The decision has been welcomed by real estate professionals, as it helps prevent additional costs that could have resulted from higher valuation rates. However, buyers should be aware that revised advance tax, capital gains tax, and registration charges will still increase the overall cost of property transfers.
Industry experts estimate that the updated taxes and processing fees may add approximately PKR 30,000 to PKR 50,000 to the registration cost of residential properties. For commercial properties, the additional expense could range between PKR 50,000 and PKR 125,000, depending on the property’s value and the applicable tax rates. Despite these higher charges, stakeholders believe that the resumption of registrations will help restore market confidence and encourage pending transactions to move forward.
Officials also revealed that the month-long suspension resulted in an estimated PKR 1.5 billion loss in government revenue. Meanwhile, property tax bills for the new financial year have yet to be issued, as the Excise Department was awaiting confirmation of the applicable valuation rates. Authorities expect the preparation process to begin soon, with tax bills likely to be distributed after the middle of August.
The reopening of property registrations is expected to clear the backlog of pending transactions while providing relief to buyers, sellers, investors, and real estate professionals across the Rawalpindi Division.
