Property registrations for residential and commercial properties have resumed across the Rawalpindi Division after remaining suspended for nearly a month. Authorities have also decided to retain the existing official property valuation rates for the 2026–27 fiscal year, allowing registration activities to restart without changes to valuation benchmarks.
Registration services in Rawalpindi city, cantonment, and surrounding areas are now operational through the online registration system, with biometric verification made mandatory for both buyers and sellers. Officials said the upgraded digital registration system is expected to become fully functional this week, helping streamline the property transfer process.
The continuation of last year’s valuation rates has been welcomed by the real estate sector, as it avoids an immediate increase in property values for tax purposes. However, higher advance tax, capital gains tax, and registration-related charges introduced under the new fiscal framework are expected to increase the overall cost of property transactions.
According to property dealers, registration expenses may rise by Rs30,000 to Rs50,000 for residential properties, while commercial property registrations could cost an additional Rs50,000 to Rs125,000, depending on the property’s value.
Officials estimate that the suspension of property registrations during the past month resulted in a revenue loss of nearly Rs1.5 billion for the government.
Meanwhile, the Excise, Taxation and Narcotics Control Department is yet to issue property tax bills for FY2026–27. Although property tax rates have reportedly been increased by 10% to 15%, the department could not finalize the bills until receiving the updated valuation rates from the deputy commissioner’s office.
Authorities expect the valuation data to be received shortly, after which the preparation of tax bills will take another 10 to 15 days. Property tax bills for residential and commercial properties across Rawalpindi city and cantonment areas are expected to be dispatched after August 14.
