Retailers to Give Buyer’s Information to FBR on Bills Exceeding 1 LAC

The FBR has mandated that retailers/integrated suppliers of point-of-sale (POS) systems report the identity of buyers/customers whose invoice value exceeds Rs 100,000 to the FBR.

The FBR has established a standard format for invoices issued pursuant to sub-rules (5) and (6) of rule 150ZEB of the Sales Tax Rules 2006, pursuant to the authority granted by the first proviso to subsection (1) of section 23 of the Sales Tax Act of 1990:

According to the format for invoicing, the following information must be printed on every invoice generated by any Point of Sale (PoS) systems integrated with FBR:

  1. The invoice included a unique invoice number, the date and time of the sale, the payment method (cash, credit or debit card, cheque, or gift certificates), and the option for business-to-business transactions.
  2. Included in the business information were the business name or brand name, the full address of the business location, the FBR’s Sales Tax Registration Number (STRN) and National Tax Number (NTN), the name of the Tax Office/Formation where the business is registered, and a unique PoS registration number.
  3. Tax rate for each item (item-by-item breakdown of the tax rate) and tax rate for each item were included in the transaction data (item-by-item breakdown of the tax rate). If an item is exempt, use 0%, the item-by-item quantity of goods, the tax amount, the total sale value, the tax imposed on the invoice, any discounts, the PoS service fee of Rs. 1 per invoice, the total amount due, and the total money received.
  4. There was FBR information supplied. Verifiable QR code; FBR fiscal invoice number; FBR PoS invoicing system logo. 7X7mm, with a legible font and size of the following text: “Enter the sweepstakes for wonderful prizes by verifying this invoice via the FBR Tax Asian Mobile App or by sending an SMS to 9966.”

Under rule 150ZEB of the Sales Tax Rules 2006, registered people (integrated suppliers) must install fiscal electronic devices and software certified by the Board and made available on its website with complete technical instructions for installation, configuration, and integration. To commence the integration, the integrated suppliers must notify the Board of all their outlets via the Computerized System. Integrated suppliers are required to register each point of sale.
