KARACHI: The Sindh cabinet has approved a $150 million financing package for the World Bank-supported Sindh Property Revenue Enhancement Programme (Sindh-PREP), which aims to significantly increase property tax collection across Karachi.

The programme targets annual property tax revenue of Rs25.5 billion from the city’s 25 Town Municipal Corporations (TMCs), compared with the current reported collection of Rs2.3 billion. If achieved, the target would represent an increase of Rs23.2 billion in annual revenue.

The initiative focuses on modernising property tax administration, improving compliance, and strengthening the financial position of local municipal bodies. Better tax management is expected to help authorities improve revenue collection and support municipal services.

However, the approved package does not automatically mean that property tax rates for individual owners will increase. No new property tax rates have been announced in the reported details, and the programme’s implementation timeline and specific measures have not yet been outlined.

The approval marks a step towards reforming Karachi’s property tax system and improving the ability of municipal corporations to generate revenue. Achieving the ambitious collection target will depend on how the programme is implemented and whether the proposed administrative improvements deliver results.

For homeowners, commercial property owners, and real estate investors, the next important developments will include details about property assessments, collection procedures, compliance requirements, and the programme’s implementation schedule.

Further official announcements are expected to clarify how the Sindh-PREP initiative will operate and how its targets will be pursued across Karachi’s municipal corporations.
