Sindh High Court Instructs HDA to Gather EDC at Previous Rate
Hyderabad: According to news reports, the Sindh High Court (SHC) has ordered Hyderabad Development Authority (HDA) to collect External Development Charges (EDC) at the former rate in a petition brought by the Association of Builders and Development (ABAD) of the Hyderabad region.

Until HDA is able to persuade the court otherwise at the next hearing, the former rate of PKR 250 per square yard of covered area in a housing society would be levied.
Since more than nine years ago, the EDC of PKR 250 per square yard has been levied, and there hasn’t been any form of increase in this price.

Several services’ fees have changed. The pricing structure for some services changed, such as the inspection fee for layout, which went from PKR 6000 to PKR 15000, NOC fee for layout was increased from PKR 20,000 to PKR 50,000.
Also, demarcation fees climbed from PKR 5000 to PKR 12,500 while the betterment price that the HDA assessed to builders who built commercial buildings jumped from PKR 55,000 to PKR 137,500.
The EDC rate per square yard, according to the Association of Builders and Developers (ABAD), has increased sixfold without engaging the stakeholders. They also stated in their petition that cash collected from builders were infrequently utilised for construction projects.
