World Bank to Modernize Sindh’s Property Tax System with $150 Million Investment

The World Bank is preparing a $150 million programme to modernize Sindh’s property tax system, aiming to improve tax administration, strengthen municipal finances, and enhance public service delivery across urban areas.

The proposed initiative, titled the Sindh Property Revenues Enhancement Program, will cover approximately 45 local councils across the province. It seeks to improve property tax collection by updating property records, digitizing tax administration, and strengthening revenue management systems.

The project is expected to be financed under the World Bank’s Program-for-Results (PforR) financing model, where funding is linked to the achievement of specific performance targets and reform milestones.

According to officials, Sindh’s existing property tax system requires significant modernization to keep pace with rapid urban expansion. Updating property databases and introducing digital tax management systems is expected to improve the accuracy of assessments, reduce administrative inefficiencies, and ensure a fairer tax collection process.

The programme also aims to strengthen the financial capacity of local governments, enabling municipal authorities to better fund essential public services and urban infrastructure projects.

The proposal is currently undergoing a technical review and is expected to be presented to the World Bank Board for approval later this year. If approved, the programme will support long-term reforms focused on improving tax administration, enhancing transparency, and building stronger financial management systems for local governments.

Provincial authorities have also been exploring broader reforms to Sindh’s urban property tax framework, including transitioning to an updated property valuation system that more accurately reflects current market values. These measures are intended to expand the tax base while improving fairness and efficiency in revenue collection.

Experts believe that a modern, transparent property tax system can generate sustainable revenue for local governments, improve municipal services, and encourage greater investment in urban development. However, the proposed reforms will only move forward after completing the required technical assessments and receiving formal approvals.

For property owners, investors, and real estate professionals, the initiative signals a continued push toward a more efficient and transparent tax system, although no immediate changes to existing property taxes have been announced.
