ISLAMABAD: The Capital Development Authority (CDA) has ordered another sealing operation against Islamabad Green Paradise in Koral, Zone IV(D), citing the housing scheme’s lack of an approved Layout Plan and No Objection Certificate (NOC).
Under the latest directive issued by the CDA Directorate of Regional Planning, the authority’s Enforcement Directorate has been asked to seal the scheme’s marketing and site offices. The order also calls for action against unauthorised structures, including their removal or demolition where required.
The latest move places Islamabad Green Paradise under renewed regulatory scrutiny only months after an earlier sealing action.
CDA Orders Closure of Project Offices
The latest enforcement direction targets the offices being used for the scheme’s marketing and site operations.
CDA has also instructed relevant utility agencies to provide connections only where development and construction comply with approved plans and applicable regulations.
The action is linked to the authority’s position that development and related activities at the scheme have proceeded without the required planning approval and NOC.

Second Sealing Reported in 2026
Islamabad Green Paradise had previously faced enforcement action in May 2026, when CDA sealed its site and public dealing offices over alleged unauthorised property-related activities.
The repeat action indicates that regulatory concerns surrounding the scheme have remained unresolved despite the earlier intervention.
CDA records also show that the project has been subject to regulatory proceedings for several years. An initial notice was issued in May 2022, followed by further proceedings and a show-cause notice in January 2026.
The sequence reflects an enforcement history extending from the original notice through the January proceedings, May sealing and the latest order.
Part of Wider Action Against Unapproved Schemes
The action against Islamabad Green Paradise comes within a broader CDA crackdown on housing schemes and developments operating without the required approvals.
Earlier enforcement operations in Islamabad have involved several schemes across different areas, particularly projects facing questions over Layout Plans, NOCs, land use and unauthorised development.
The continued regulatory focus reflects CDA’s efforts to restrict property marketing and development where the necessary planning and legal requirements have not been fulfilled.

Status of Existing Buyers Remains Important
The latest sealing does not, by itself, clarify the position of existing allottees, investors or property holders associated with Islamabad Green Paradise.
No clear details have been provided regarding any regularisation process, future approval pathway or specific measures for existing customers.
For people who already hold a plot or file in the scheme, the current regulatory position should therefore be confirmed directly with CDA rather than relying on marketing claims or continued activity at the site.
Warning for Prospective Property Buyers
The repeat enforcement action is an important consideration for anyone evaluating property in Islamabad Green Paradise or other housing schemes in Zone IV(D).
Before making a payment or entering into a transaction, prospective buyers should independently verify the project’s current Layout Plan approval, NOC, land-use status and development permissions with the relevant CDA authorities.
The latest action does not necessarily determine the eventual outcome for the project, but it confirms that its regulatory status remains a matter requiring careful verification.
