ISLAMABAD: The Capital Development Authority (CDA) has ordered the sealing of the site and management offices of Rawal Enclave in Zone IV(D) over alleged development carried out without the authority’s required approvals.

According to CDA records, the housing scheme is located around the Lehtrar Road, Tumair Link Road and Simly Dam Link Road area. The authority has stated that development activities began without an approved Layout Plan and the mandatory No Objection Certificate (NOC).

CDA Declares Development Unauthorized

The authority has treated construction, development and land use at the scheme as unauthorized under the applicable laws and regulations.

CDA’s action follows its position that the project did not obtain the approvals required before development activities were initiated. The latest order represents an escalation from earlier notices concerning the scheme’s regulatory status.

Enforcement Notices Issued Earlier

The current action follows a series of notices issued by CDA.

Records indicate that the authority issued notices and show-cause notices to the scheme in May 2025 and May 2026. CDA had previously instructed the sponsors to stop development-related activities, including marketing, plot sales, allotments and transfers.

The sealing order therefore comes after earlier regulatory interventions rather than representing the authority’s first action against the project.

Scheme Located in Zone IV(D)

Rawal Enclave is situated in Zone IV(D), along a corridor that has faced scrutiny over unauthorized housing developments.

The Lehtrar Road and surrounding areas have appeared in previous CDA enforcement actions concerning schemes operating without the required regulatory approvals. This has increased the importance of verifying the legal and approval status of housing projects in the area.
