ISLAMABAD: An Islamabad civil court has issued bailable arrest warrants for the Chairman of the Capital Development Authority (CDA) over the reported non-implementation of a court decree concerning rehabilitation benefits for an affected landowner.

Civil Judge Naseeruddin issued the order while hearing a petition seeking enforcement of a decree passed in 2000. The case concerns land acquired by the CDA in Mouza Badiya Qadir Bakhsh. According to the petitioner, the compensation and rehabilitation benefits linked to the acquisition have not been fully provided.

The court was informed that the original decree was later upheld by the Supreme Court. The petitioner’s counsel requested the court to direct the relevant authorities to ensure complete implementation of the decision.

During the proceedings, the court was also informed that the CDA chairman had not appeared despite being served notices on three consecutive occasions. The court subsequently issued bailable arrest warrants and directed the relevant authorities to ensure implementation of the decree.

The court further warned that continued non-compliance with its directions could lead to additional legal proceedings. The warrants are part of the court’s enforcement proceedings and do not by themselves resolve the underlying rehabilitation dispute.

The case dates back nearly three decades. It concerns the rights and benefits claimed by people whose property was acquired by the CDA under its rehabilitation and resettlement framework.

For property owners affected by government land acquisition, the proceedings also highlight the importance of maintaining records related to acquisition, compensation, and rehabilitation entitlements. Any claims, however, remain subject to the relevant legal process and individual case records.

The immediate focus is now on implementation of the court decree and the authorities’ response to the latest order. Further proceedings will determine how the long-running dispute moves forward.
