ISLAMABAD: The Capital Development Authority (CDA) and Islamabad administration have resumed an anti-encroachment operation in the Bari Imam and Noorpur Shahan areas, launching the second phase of enforcement after a gap of around three months.

As part of the latest operation, red notices have reportedly been issued to residents in six localities located behind the Bari Imam shrine. Occupants have been given 72 hours to vacate the notified areas.

The enforcement drive has also extended to Saidpur Village and Sectors E-11 and E-12, where CDA teams removed temporary and permanent structures identified as encroachments. More than 50 kanals of land were reportedly reclaimed during the latest phase.

Enforcement Expanded Across Multiple Areas

The affected localities include Opar Mohalla Shehar and Banan Mohalla, along with other settlements situated near the Margalla Hills behind the shrine.

According to reports, authorities used loudspeakers to instruct residents to leave the areas during enforcement operations. Police were also deployed to support the CDA teams and manage resistance during the clearance activities.

The latest action follows an earlier phase of the operation that was paused for several months. The resumed drive indicates that authorities are continuing efforts to clear land considered to be under unauthorized occupation.

Compensation Dispute Remains Under Review

The operation has also renewed questions surrounding compensation and rehabilitation for affected residents.

The Islamabad administration has maintained that compensation is not payable for encroachments. However, residents affected by the operation have raised concerns about the availability of alternative accommodation and compensation.

The issue is linked to earlier disputes over land acquisition and compensation claims in the Nurpur Shahan area. The Federal Investigation Agency (FIA) previously initiated an inquiry into whether compensation claims connected with the original acquisition process were properly addressed before demolitions took place.

A related matter concerning the development of a model village in Nurpur Shahan has also been subject to proceedings before the Islamabad High Court. The latest enforcement phase is therefore taking place while questions surrounding compensation and rehabilitation remain under consideration.

Implications for Property and Development

The renewed operation could have implications for land use and future development around Bari Imam, Noorpur Shahan, Saidpur, E-11, and E-12.

For property buyers and developers, the situation highlights the importance of verifying land ownership, acquisition records, CDA approvals, and any outstanding legal or compensation claims before entering into transactions in the affected areas.

Although land reclaimed through anti-encroachment operations could potentially become available for regulated use in the future, its development status should not be assumed until the relevant legal, planning, and administrative matters are formally resolved.
