ISLAMABAD: The Capital Development Authority (CDA) has ordered the sealing of the marketing and site offices of Green Homes/Valley on Karor Road in Zone IV(D) of Islamabad. The action relates to alleged development and marketing activities carried out without the required approvals.

According to CDA documents, development at the housing scheme started without an approved layout plan and without a No Objection Certificate (NOC) from the authority. The CDA has treated the reported development and land use as unauthorized under the applicable Islamabad regulations.

The authority said it had issued notices and show-cause notices to the scheme on October 6, 2025, and May 20, 2026. The sponsors were directed to stop development, marketing, sale and purchase, allotment and transfer activities.

The CDA also directed the sponsors to remove unauthorized buildings and structures. According to the authority, the required approvals had not been obtained despite the notices.

Under Islamabad’s regulatory framework, the CDA can take action against premises being used for unauthorized construction, development or marketing of private housing schemes. This can include sealing offices used by sponsors, advertisers, operators, consultants, contractors and other parties involved in promoting or developing an unapproved scheme, subject to the prescribed legal process.

The CDA has also directed its enforcement and building control wings to proceed against unauthorized structures. Relevant departments have been advised to ensure utility connections are provided only where approved layout and building plans are available.

The authority has further asked relevant agencies to restrict advertisements and online promotion of housing schemes that do not have the required approvals.

The action highlights the importance of verifying a housing project’s approved layout plan, NOC and development permissions before purchasing property. Buyers should also confirm the project’s current regulatory status directly with the relevant authority before making payments or entering into a transaction.
