The Federal Government Employees Housing Authority (FGEHA) has decided to move forward with the outsourcing of four amenity plots in Islamabad’s G-13 and G-14 sectors for the development of health and education facilities.
The identified sites are planned for a hospital, dispensaries, and a school. The initiative aims to attract private investment for the development and operation of these public facilities.

Under the proposed arrangement, the FGEHA amenity plots will be offered to private firms through partnership models that may include public-private partnerships, joint ventures, revenue or profit-sharing arrangements, and rental agreements. The projects are proposed to be developed under the Design, Build, Finance, Operate and Transfer (DBFOT) model.
The FGEHA board has authorized the authority to invite Expressions of Interest (EOIs) and Requests for Proposals (RFPs) through an open and competitive bidding process. The initial concession period is expected to be 20 years, with a possible 10-year extension.
The proposed sites include a 4,813-square-yard plot for a hospital in G-14 Markaz and another 4,813-square-yard plot for a dispensary in G-14/3. A 67-square-yard plot in G-14/4 has also been reserved for a dispensary, while a 333-square-yard plot in G-14/3 is planned for a school.
Under the proposed model, FGEHA will provide the land, while the selected private partner will be responsible for financing, developing, operating, and maintaining the facilities. The authority will retain ownership of the land, while the permanent infrastructure is expected to revert to FGEHA after the concession period ends.

The decision comes amid slow development of some previously allocated education sites. According to information presented to the board, FGEHA had allocated 13 school plots to the Federal Directorate of Education, but only two had been utilized due to limited government funding.
The latest initiative is therefore intended to bring private capital and operational expertise into the development of planned social facilities in G-13 and G-14.
For residents and property stakeholders in the two sectors, the next key steps will be the bidding process, selection of private partners, and eventual development of the proposed facilities.
