ISLAMABAD: The Capital Development Authority (CDA) has ordered action against the Islamabad Villas/Village housing scheme near Bani Gala. The project is located near Park Enclave on Kurri Road in Zone IV.
The CDA has declared the housing scheme illegal. The authority has also ordered the sealing of its site and management offices. Officials said the project started development work without the required approvals.
According to the CDA, the scheme does not have an approved Layout Plan. It also lacks the mandatory No Objection Certificate (NOC). The authority said private housing schemes must obtain these approvals before starting development or marketing activities.
The CDA referred to the CDA Ordinance 1960 and ICT Zoning Regulations 1992. It also cited regulations for private housing schemes in Zones II, IV and V. These rules require sponsors to obtain approval before developing or selling plots.
The authority had previously issued notices to the scheme’s sponsors. The notices were issued on June 13, 2025, and July 23, 2026. The sponsors were told to stop development and marketing activities.
They were also directed to stop the sale and purchase of plots. The orders covered allotment and transfer activities as well. The sponsors were further asked to remove unauthorized structures and stop illegal use of the land.
The CDA said it had already issued public warnings about unapproved housing schemes. These warnings appeared in national newspapers and on the authority’s website. Despite these notices, the required approvals were not obtained, according to the CDA.
The Directorate of Regional Planning has now directed the Enforcement Directorate to seal the project’s offices. The Building Control Directorate has also been asked to take action against unauthorized buildings and structures.
The CDA has also directed relevant departments to monitor advertisements linked to unapproved schemes. Websites and other promotional channels may also face action. Authorities have further been told to restrict utility connections where required approvals are missing.
The latest action highlights the need for buyers to verify a housing scheme’s approval status before making a property purchase. Buyers should check the approved Layout Plan, NOC and development permissions with the relevant authority.
