ISLAMABAD: The Capital Development Authority (CDA) has directed the sealing of the marketing and site offices of Nilore Homes on Lehtrar Road near the Pakistan Institute of Engineering and Applied Sciences (PIEAS), citing development activities carried out without the required approvals.
According to a CDA document, the housing project proceeded with development without obtaining an approved Layout Plan or No Objection Certificate (NOC). The authority has consequently classified the development and use of the land as unauthorized under the applicable Islamabad regulations and the CDA Ordinance, 1960.

CDA Orders Action Against Unauthorized Development
The authority stated that notices and show-cause notices had previously been issued to the project sponsors. They were directed to halt development activities as well as the marketing, sale, purchase, allotment and transfer of plots.
The sponsors were also instructed to remove structures constructed without approval and stop unauthorized use of the land.
According to the CDA, these directions were not followed despite notices being published in national newspapers and made available through the authority’s website. The required approvals had not been obtained at the time of the latest action.
Following the reported non-compliance, the Directorate of Regional Planning asked the CDA Enforcement Directorate to seal the project’s marketing and site offices in accordance with the applicable rules.

Action Against Unapproved Structures and Promotion
The CDA has also sought action regarding the demolition of buildings and other structures constructed without approved building plans.
The authority further directed relevant departments to ensure that electricity and gas connections are provided only in accordance with CDA-approved layout and building plans.
In addition, action has been proposed against the advertising and online promotion of housing schemes that do not have the required regulatory approvals.
For prospective buyers, the development highlights the importance of verifying a housing project’s approved layout plan, NOC, land status and building permissions with the relevant authority before purchasing a plot or property.
