FIA Investigates CDA’s Bari Imam Operation Over Property Compensation Claims

ISLAMABAD: The Federal Investigation Agency (FIA) has launched an inquiry into the Capital Development Authority’s (CDA) anti-encroachment operation in Bari Imam to determine whether property compensation claims were properly addressed before demolitions took place.

The inquiry concerns land in Nurpur Shahan and was initiated on the directions of the Minister for Interior and Narcotics Control following a complaint by Tanvir Hussain, president of the Nurpur Shahan Community Development Organisation.

FIA Seeks Land Acquisition Records

The FIA has asked the CDA to provide complete records related to the acquisition of land in Nurpur Shahan, including details of compensation decisions and payments made since the original acquisition.

Residents have also raised concerns about displacement and the alleged failure to establish a promised model village for affected communities.

CDA Rejects Key Allegations

According to the CDA’s position, the structures removed during the operation were located outside the officially designated boundaries of the Nurpur Shahan model village.

The authority has also maintained that people who were formally awarded compensation during the original acquisition received their payments. CDA says the demolished properties were on state land and their occupation had previously been declared illegal.

Court Proceedings Also Underway

The dispute has previously come before the Islamabad High Court, which directed the CDA to develop Model Village Nur Pur Shahan in accordance with the original land acquisition award and relevant board decisions.

The court later issued a show-cause notice to senior officials over alleged non-compliance with its directions.

The FIA inquiry is still in progress, and no final findings have been issued regarding the compensation claims or the legality of the CDA’s enforcement operation.

The case highlights the importance of proper compensation, rehabilitation and record-keeping when authorities acquire land and subsequently undertake enforcement actions on historically acquired properties.
