HEC Launches Applications for Fully Funded Morocco Scholarships

The Higher Education Commission (HEC) has announced the opening of applications for the Moroccan Government Scholarships Program 2026–27, offering Pakistani and AJK students an opportunity to pursue higher education in Morocco.

Under the scholarship program, the Kingdom of Morocco will provide 10 scholarships to eligible candidates for studies at public universities, technical institutes, and vocational education institutions across the country.

The scholarships are available for Bachelor’s, Master’s, and PhD degree programs, enabling students to continue their academic journey in a diverse international learning environment.

Eligibility Requirements

Applicants must be Pakistani or AJK nationals and permanent residents of Pakistan or Azad Jammu and Kashmir. Individuals holding dual nationality are not eligible to apply.

For undergraduate programs, candidates must have completed Higher Secondary School Certificate (HSSC) or an equivalent qualification and meet the prescribed age and academic requirements.

Applicants seeking admission to Master’s programs must possess a relevant Bachelor’s degree, while PhD candidates should hold a Master’s degree in a related field that qualifies them for doctoral studies.

In addition, candidates must submit valid test scores. Undergraduate applicants are required to provide a valid USAT score, whereas Master’s and PhD candidates must submit a valid HAT score.

Language Requirements

Students should be aware that French is the primary language of instruction in most Moroccan higher education institutions. Candidates who are not proficient in French may be required to complete language preparation courses upon arrival in Morocco.

However, some academic disciplines, including Arabic Language and Islamic Studies, may be offered in Arabic.

Scholarship Opportunity

The Moroccan Government Scholarships Program provides selected students with access to public higher education, technical education, and vocational training institutions throughout Morocco.

Applicants are encouraged to carefully review the financial terms and conditions of the scholarship, including tuition coverage, living expenses, travel arrangements, and any additional requirements before submitting their applications.

Students planning to enroll in professional disciplines such as Medicine, Engineering, Nursing, Architecture, Law, or Veterinary Sciences should verify accreditation and recognition requirements with the relevant Pakistani professional councils before selecting a program.

Application Process

Interested candidates must apply online through the HEC scholarship portal.

Applicants should first complete or update their profile and then navigate to the “Learning Opportunities Abroad” section, where they can select the Moroccan Government Scholarships Program.

HEC has emphasized that incomplete or draft applications will not be considered. Candidates should ensure all information is accurate and submitted before the closing date.

Applicants are also advised to use an active email address and mobile number, as all future correspondence regarding the scholarship will be communicated through these channels.

At the initial stage, hard copies of documents are not required. Only shortlisted or nominated candidates will be contacted for additional documentation.

Before applying, students should prepare the necessary academic and personal records, including:

  • Educational certificates and transcripts
  • CNIC or domicile information
  • Passport details
  • Recent photographs
  • Valid USAT or HAT score reports, depending on the level of study

Additional documents may be requested during the nomination and final selection process.

Application Deadline

The deadline to submit applications for the Moroccan Government Scholarships Program 2026–27 is June 10, 2026.
