Senator Rana Mahmood Ul Hassan bemoaned the fact that 50,000 engineers and IT professionals are unemployed in the nation during a meeting of the Senate Standing Committee on Overseas Pakistanis and Human Resource Development.

In light of the current severe economic situation, he encouraged the ministry to create a mechanism with the Ministry of Foreign Affairs and other relevant ministries to assist Pakistani engineers in becoming skilled workers in Japan, China, and other nations.

He claimed that highly qualified experts are in severe need of employment and are currently even willing to work for pay rates between Rs. 15,000 and 20,000 per month.

While supporting Senator Rana Mahmood Ul Hassan’s position, Senator Zeeshan Khanzada stated that the extreme inflation and recession in Pakistan have driven the population to the point of desperation where they are willing to pay millions of rupees in exchange for employment visas.

The Overseas Pakistani and Human Resource Development Committee, which met on Wednesday at the Parliament House under the chairmanship of Senator Manzoor Ahmed Kakar, suggested the creation of an appropriate structure with a specific focus on transferring qualified professionals abroad.

The committee requested a thorough briefing to clarify the SOPs of employment abroad. According to a new arrangement, “We are now focusing more on the educated sector including IT professionals, Engineers, and paramedical staff,” the Secretary of the Ministry informed the committee. The foreign remittances will suddenly rise, the secretary said.

Senator Rana Mahmoud Ul Hassan raised severe concerns about Pakistan’s failure to send engineers to Japan, despite the fact that Japan need 300,000 workers. He claimed, “We weren’t even able to send 100 workers.”

Senator Shahadat Awan continued to enquire about the causes of this carelessness. A list of the amount of skilled personnel dispatched to Japan, together with information on each person’s educational background, was requested by the committee.

The provisions of the MoU that was signed with Saudi Arabia were also questioned by the committee. Senator Sahadat Awan stated, “We must determine where we fall short in the MoU between Pakistan and Saudi Arabia.

According to a bilateral agreement that was reached in 2019, the Saudi Arabian government established a skill verification program in Pakistan called Takamol, which has 18 facilities and its headquarters in Islamabad.

The Ministry of Education oversees the program, which is run under its direction. The committee was informed by a representative of the outside Pakistan foundation that Saudi Arabia currently employs 2.8 million people.

When asked about the requirements and procedure for Korean skilled immigration, it was informed that Pakistan is one of the 19 nations that are a part of the Korean Employment Permit System. Skilled workers are sent via this mechanism based on merit and country-specific quota allocation.

He informed them that Korea has sent 1100 talented people from Pakistan this year. He also mentioned how selected immigrants can receive training from foreign foundations in their respective cultures and specialty talents.

The secretary of the abroad ministry claimed that one of the problems is the inability to ascertain the migrant intents when speaking about the challenges the ministry faces with regard to skilled immigration. There are concerns about human trafficking and legal procedures because it is uncertain whether the migrant will become an immigrant or continue to be a skilled worker.

Language is a problem when approving immigration to nations like China, Japan, and Korea, the ministry official added. He suggested that the committee direct NAVTTC to offer language training programs. As part of NAVTTC, he added, “we are also planning to establish regional centers for language training and test centers.”

The committee asked NAVTTC to show up at the following meeting to give a briefing on the situation.
