ISLAMABAD: The Capital Development Authority (CDA) has directed the immediate suspension of development and property-related activities in the Kashmir Gardens Agro-Farming Scheme in Zone-IV of Islamabad.
The authority has ordered a halt to the sale, purchase, transfer and allotment of plots. Construction, development, advertising and marketing activities have also been stopped until the required regulatory requirements are fulfilled.

According to the CDA, the scheme has not secured approval of its layout plan or obtained a No Objection Certificate (NOC) from the authority. The CDA has stated that the ongoing activities are therefore unauthorized under the applicable regulations.
The authority has also raised concerns over the submission of required documents. It said the scheme’s sponsor had not provided the information and plans needed to process the layout plan application. The CDA warned that the application could be treated as disposed of if the outstanding requirements were not addressed.
The scheme is located in Mouza Phag, Panwal and Bhokkar in Zone-IV. The CDA has asked the society to submit several documents, including land ownership records, sanctioned mutations, sponsor identification documents and audited financial statements.
Other required documents include land possession certificates, contour and khasra plans, a non-encumbrance certificate and a detailed layout plan concept report. The authority has also directed the society to deposit a layout plan scrutiny fee of Rs8.114 million.

The CDA has instructed its enforcement and building control directorates to take action against unauthorized structures. The relevant departments may proceed with the removal or demolition of illegal buildings in accordance with the applicable procedures.
The authority has also asked the Islamabad administration and police to support enforcement. IESCO and SNGPL have been directed to provide utility connections only where the relevant CDA-approved layout and building plans are available.
The action reinforces the need for buyers to verify a housing or agro-farming scheme’s approved layout plan, NOC and development status before purchasing land or making payments.
