ISLAMABAD: The Capital Development Authority (CDA) has ordered the sealing of the site and marketing offices of Itifaq Residencia in Zone-IV (D) of Islamabad. The action was taken over alleged development activities carried out without the required approvals.
The private housing scheme is located along Simly Dam Link Road. According to CDA documents, development work started without an approved Layout Plan or a No Objection Certificate (NOC). The authority has therefore declared the development, structures, and land use unauthorized under the applicable regulations.
The CDA said private housing schemes must obtain the required approvals before starting development, marketing, selling, allotting, or transferring plots. The authority referred to the CDA Ordinance 1960, ICT Zoning Regulations 1992, and relevant regulations for private housing and other projects in Zones II, IV, and V.
The authority had previously issued notices and show-cause notices to the scheme’s sponsors. These were issued on May 23, 2025, and May 20, 2026. The sponsors were directed to stop development and marketing activities and halt transactions involving plots.
The CDA also instructed the sponsors to remove structures that were built without approval. The authority said public warnings about unauthorized housing schemes had already been published through newspapers and its official platform.
Following the reported lack of required approvals, the Regional Planning Directorate directed the Enforcement Directorate to seal the site’s offices. The CDA has also called for action against unauthorized structures associated with the scheme.
The authority further directed utility providers to issue connections only where the required CDA-approved plans are in place. Relevant departments were also asked to prevent advertisements and online promotions for unapproved housing and commercial projects.
The action highlights the importance of checking a housing scheme’s approved Layout Plan, NOC, and development permissions before making a property purchase or investment.
