PM Housing Finance Surpasses PKR 220 Billion in Approved Loans

The government has disbursed around Rs34.27 billion under the Wazir-e-Azam Apna Ghar Programme, as it reviews measures to expand access to housing, agricultural and small-business financing.

The progress was reviewed during the second meeting of the Access to Finance Steering Committee, chaired by Finance Minister Muhammad Aurangzeb on Monday.

According to the Finance Division, banks have approved more than Rs220.68 billion in housing loans under the programme, with the approved financing ready for disbursement.

The committee reviewed implementation of the Prime Minister’s Access to Finance Plan 2026-28, which includes measures aimed at improving financing for small and medium-sized enterprises, agriculture and housing. The government is also working on legal and financial data reforms to accelerate lending and improve access to credit.

The meeting also considered a proposed wholesale financing framework, which will be shared with banks for feedback before being finalized. The committee stressed the importance of establishing clear rules and appropriate safeguards, particularly for financing involving government support.

Focus on Agricultural Financing

The committee discussed measures to strengthen agricultural insurance, including plans to expand the Crop Loan Insurance Scheme towards an area-yield insurance model.

The government expects the proposed changes to improve farmers’ access to insurance payouts while reducing financing risks. Greater coordination among banks, non-bank financial institutions and other stakeholders is also being pursued to expand agricultural lending.

Housing Finance Reforms

The government is also working to make housing finance more accessible by digitizing land and property records, accelerating the verification of title documents and improving mortgage-based lending mechanisms.

The committee discussed greater engagement with property developers and the possibility of expanding financing against properly registered and verifiable property titles.

Electric Vehicle Financing

The meeting also reviewed progress under the Pakistan Accelerated Vehicle Electrification Programme, with officials noting that more than 1,200 electric bikes have been delivered to customers.

The government is seeking to expand financing options for electric mobility as part of its broader transition towards electric vehicles under the National Electric Vehicle Policy 2030.

Finance Minister Muhammad Aurangzeb stressed the need for continued coordination among the Finance Ministry, State Bank of Pakistan, Securities and Exchange Commission of Pakistan, Pakistan Banks’ Association and other stakeholders.

He said sustained coordination would be important to resolve implementation challenges and maintain momentum under the government’s access-to-finance agenda.

The latest measures reflect the government’s broader efforts to expand formal financing across key sectors, with housing, agriculture, SMEs and electric mobility emerging as major areas of focus.
